At the Zittau/Görlitz University of Applied Sciences, Department of Technology and Facility Management (DTG), a full-time position (40 hours/week) is available as of 01.05.2025 as

Head of Procurement Department (m/f/d)

to be filled on a permanent basis.

We are looking for a committed individual with strategic vision and organizational skills to coordinate/process central procurement as well as contract and award management and establish a holistic procurement process for tangible and intangible goods. The position offers the opportunity to actively participate in the digital transformation as part of a team and to help realize ideas for reducing bureaucracy while maintaining legal certainty.

The job includes the following tasks in particular

  • Coordination of the processes of material supply of the university with work equipment (request for quotations, invitations to tender, evaluation of offers),
  • Responsible decision on the award procedure and its implementation,
  • Monitoring compliance with public procurement regulations,
  • Responsible control of the award documents in the entire area of responsibility of the department,
  • Control of service specifications,
  • Leading cooperation in the implementation of the university's digitization concept,
  • Ensuring the disposition of the central incoming and outgoing goods,
  • Administrative support for company vehicles,
  • Further development and implementation of a centralized procurement structure which, in addition to material resources, also includes the procurement of intangible goods (including service contracts, work and fee contracts).

 

The following knowledge and skills are required

  • Completed relevant university education, e.g. in the fields of public administration or business administration,
  • relevant knowledge and professional experience in the application and implementation of public procurement law, primarily the VgV, UVgO and the currently applicable SächsVergabeG
  • Consultation and communication skills to conduct negotiations with the users at the Zittau/Görlitz University of Applied Sciences or the bidders regarding the measures to be carried out,
  • Engineering judgment and market knowledge as well as strong ability to analyze and evaluate the requirements of the university's structural units,
  • very good German and English communication skills.

 

In addition, the following are desirable

  • Experience in the implementation of award procedures, in particular with regard to the funding decisions issued,
  • Knowledge of the structure and interaction of the structural units of the university and the user-specific requirements for equipment for teaching and research,
  • Experience in dealing with the organizational structure of public administration,
  • good knowledge of project management and the handling of funding.

  • Competence and a serious demeanor in dealing with the various stakeholder groups,

  • Ability to work in a proactive, solution-oriented and balanced manner.

Further information

The remuneration for tariff employees is in EG 11 TV-L if the professional requirements are met. The 1st place of work is Zittau. A probationary period will be agreed.
