Head of Procurement Department (m/f/d) - Keyword: 05-2025 DTG -

We are looking for a dedicated individual who, with strategic vision and organizational skills, will coordinate and manage central procurement as well as contract and procurement management, and establish a comprehensive procurement process for tangible and intangible goods. This position offers the opportunity to actively contribute to the digital transformation as part of a team and to help implement ideas for reducing bureaucracy while ensuring legal compliance.

The role specifically includes the following responsibilities:

• Coordinating the processes for supplying the university with equipment (requesting quotes, issuing RFPs, evaluating bids),
• Making responsible decisions regarding the procurement process and its implementation,
• Monitoring compliance with public procurement regulations,
• Overseeing the procurement documents across the department’s entire area of responsibility,
• Reviewing statements of work,
• Taking a leading role in implementing the university’s digitalization strategy,
• Ensuring the management of central goods receipt and shipment,
• Providing administrative support for official vehicles,
• Further development and implementation of a centralized procurement structure that encompasses not only tangible resources but also the procurement of intangible goods (including service contracts, work contracts, and fee agreements).

The following knowledge and skills are required

• a completed relevant college degree, e.g., in public administration or Business Administration,
• Relevant knowledge and professional experience in the application and implementation of public procurement law, primarily the VgV, the UVgO, and the currently applicable SächsVergabeG
• Consulting and communication skills to conduct negotiations with the requesting departments at Zittau/Görlitz University of Applied Sciences or with bidders regarding the measures to be implemented,
• Engineering judgment and market knowledge, as well as a strong ability to analyze and evaluate the requirements of the university’s organizational units,
• Good communication skills in German and English.

In addition, the following are desirable:

• Experience in conducting procurement procedures, particularly in compliance with the terms of funding awards,
• knowledge of the structure and interactions among the university’s organizational units and of user-specific requirements for teaching and research equipment,
• experience in dealing with the organizational structure of public administration,
• good knowledge of project management and the administration of grant funds.
